13 January 2025

·       One of the most significant conditions introduced by the new SCT exemption regulation is the 40% local content requirement.

·       With Clio and Megane Sedan models, Renault is among the few brands meeting the 40% local content standard.

New Regulation for Special Consumption Tax-Free Models: 40% Local Content Requirement

As part of the Presidential Decree published in the Official Gazette before the new year, new regulations were introduced regarding the Special Consumption Tax (SCT) exemption for individuals with disabilities. These regulations led to a 40% local content requirement for cars covered by the SCT exemption. The upper limit for the SCT-free vehicles implemented as 1 million 561 thousand 255 TL in 2024 was updated as 2 million 290 thousand 200 TL as of January 1, 2025. According to the data from the Automotive Distributors' and Mobility Association (ODMD), the share of local models in automobile sales was 29% in 2024. The relevant regulation aims to promote local production, increasing the share of local content.

Owing to the new regulation, the local content rate obtained through local sourcing of the materials, parts, and workforce used in the production of the automobile provides an advantage, particularly for brands manufacturing automobiles in Türkiye.

Oyak Renault Automobile Factories, as active manufacturers in Türkiye, make significant contributions to local production with an annual capacity of nearly 400 thousand units. Clio and Megane Sedan models from the Renault brand are among the few models meeting the 40% local content standard.

Clio and Megane Sedan are Renault's two significant models reinforcing its Turkish passenger car market leadership. These two models rank among the top three that lead passenger car sales throughout the year. Following the new regulation, Clio and Megane Sedan models are expected to stand out as the most ideal options for the SCT exemption.

Dr. Berk Çağdaş, General Manager of MAİS A.Ş. said, "Clio and Megane Sedan stand out as the best-selling models from our product range. Ranked in the top three of passenger car sales, these two models, which Türkiye adores, are frequently seen on the streets. These models manufactured in Türkiye with high local content rates will constantly be offered to our disabled citizens as part of the new regulations on SCT exemption. We are pleased and proud to continuously support our disabled citizens for their mobility needs and contribute to promoting local production with these models."

Renault Clio: The Most Popular Passenger Car Model

Renault Clio, which closed 2024 with 50,891 sales, is one of Türkiye's most popular and preferred passenger car models. The Clio model, which leads Renault's passenger car sales, is also the second best-selling model in the relevant market. Its hybrid 145-hp powertrain option, 10-inch digital display screen, 9.3-inch multimedia screen and 391-litre boot capacity pushing the envelope in its class stand out as the hallmarks of the Renault Clio situated in the B-HB segment. The sporty Esprit Alpine version highlights Clio's adventurous spirit. Renault Clio featuring an automatic transmission gasoline engine and hybrid engine option with low fuel consumption is among the models that satisfy the new SCT regulations with all its versions.

Megane Sedan: Choice of Families, Business Owners, and Fleets

Megane Sedan, one of the Renault models we are used to seeing the most on roads in Türkiye, is expectedly ranked as the 3rd best-selling passenger model in the country. The Megane Sedan, which achieved significant sales success by selling 40,077 units in 2024, is preferred by many segments in Türkiye owing to its dynamic exterior design, spacious interior, large boot, and easy-to-drive character. Its gasoline version generates high engine power while the diesel automatic consumes low fuel. Like the Renault Clio, the Renault Megane Sedan is among the models that meet the new SCT regulations with all its versions.
